This policy applies to all matters relating to the application of open data to the data of the National Center for Government Resource Systems or the national data systems which does not contradict with the relevant regulatory and legislative laws, regulations, and policies.

Basic Principles to Open Data

The Data Governance and Management Office at the National Center for Government Resources Systems is committed to ensure the application of open data principles as per the open data policy issued by the National Data Management Office:

Origin of data availability: The Data Governance and Management Office at the National Center for Government Resource Systems ensures that the data received, produced, or dealt with, is available to everyone by disclosing it, enabling access to it, or using it, unless its nature requires non-disclosure, privacy protection, or confidentiality.

Open format and machine readability: The Office of Data Governance and Management at the National Center for Government Resources Systems ensures that open data is available and provided in a machine-readable format that allows automatic processing - it is saved in commonly used file formats (such as CSV, XLS, JSON, XML, or Excel).

1- The rights of the National Center for Government Resource Systems shall be indicated when using this data.

2- The Data Governance and Management Office at the National Center for Government Resources Systems is committed to the following stages for evaluating the value of data to publish as much open data as possible:

a. Follow the data classification policy approved by the National Center for Government Resources Systems to evaluate the value of data and determine what is considered public data from others.

b. Assess the usefulness of data that has been designated as public data to beneficiaries and what are the potential risks of publishing it.

c. Identify potential stakeholders to use the data and find out the main motives for their use.

d. Defining open data and all related tasks and responsibilities to meet the relevant regulatory and legislative requirements.

e. Publishing open data, whether on the Center's Platform or the National Open Data Platform.

f. Updating open data and all related tasks and responsibilities to meet the relevant regulatory and legislative requirements.

g. Follow up with the performance of open data and all related tasks and responsibilities.

Responsibility of the National Center for Government Resource Systems

The National Center for Government Resource Systems is not responsible for any damage or misuse for entities or individuals as a result of using data. The National Center for Government Resource Systems does not guarantee the continuity of open data or any part related to it. Also, The National Center for Government Resource Systems does not bear any responsibility towards open data users and any damage or loss that may occur as a result of reusing the data.
