His Excellency the Minister of Finance, Mr. Muhammad bin Abdullah Al-Jadaan, raised his thanks and gratitude to the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud - may God protect him - for his generous order directing ministries and other government agencies to stop paperwork related to financial procedures and works, and to complete the use of electronic services through the platform Digital approval within 60 days.
His Excellency affirmed that the generous directive demonstrates the keenness of the government of the Custodian of the Two Holy Mosques and His Highness the Crown Prince - may God support them - to achieve digital transformation in the financial services provided to all categories of beneficiaries through the digital platform “Etimad” that comes within the framework of the (Financial Services Portal) project, which was launched. Implementing it in a manner that reflects the goals aimed at achieving the Kingdom's Vision 2030.
He said: “The generous directive is to grant ministries and other government agencies a period not exceeding 60 days to complete the use of electronic services through the“ Etimad ”digital platform, explaining that those who are unable to complete the process during the available period will send their justifications to the Ministry of Finance for study with the participation of the Ministry of Communications and Technology the information.

His Excellency the Minister of Finance stated that the digital platform "Etimad", which was launched on 4 Jumada Al-Awal 1439 AH, corresponding to January 21, 2018 AD, aims to provide financial services to all entities in the government and private sectors, which will help accelerate the completion process by facilitating government procedures and requirements, in order to save Time and effort by cutting out paperwork, and achieving a higher degree of transparency.

 

He explained that the Ministry of Finance has completed the automation of budget management in terms of electronic transfers and access to the budget, as well as the procurement and competition management in terms of offering bids and direct purchase invitations, purchasing brochures, submitting bids and bids electronically, examining them through the "Etimad" platform and issuing the award electronically in addition to Managing contracts and approvals in terms of licensing, registering and approving contracts electronically, as well as managing payments in terms of financial claims that are made electronically from the beginning of the claim submission to payment orders, in addition to managing the financial rights of state employees, as they are done electronically, and include disbursement and payment orders.
